Carlyle Holder is a respected executive leader in criminal justice with over four decades of experience.
He served 27 years with the Federal Bureau of Prisons, including 12 years as a Chief Executive Officer (Warden) managing some of the largest and most complex facilities in the nation.
A U.S. Marine Corps veteran, Carlyle has held senior leadership roles across federal and nonprofit sectors and was appointed to the Senior Executive Service-the highest level of career service in the federal government.
Today, he advises Rebound as an industry strategist, helping bridge institutional systems with forward-thinking workforce solutions for justice-impacted individuals. His leadership ensures Rebound’s programs remain credible, scalable, and deeply aligned with the realities of reentry and rehabilitation.

After Silicon Valley, Phil established an entrepreneur academy in Spanish, empowering over 2,500 business owners and coaches worldwide to expand their businesses to online courses and webinars.
